FULBRIGHT IIE U.S. STUDENT PROGRAM: GENERAL INFORMATION
INTRODUCTION
The IIE Fulbright U.S. Student Program is administered through the Institute of International Education (IIE) in New York City. The purposes are threefold:
- Promote mutual understanding through the free flow of people and ideas across national boundaries.
- Expand the dimensions of human wisdom, empathy and perception.
- Create true and lasting world peace through cooperation in constructive activities among people of different nations.
The Fulbright U.S. Student Program offers a variety of grant opportunities in more than 140 countries worldwide. They include Fulbright Full Grants, Fulbright English Teaching Grants, and Fulbright Travel Grants. Additional opportunities available through the Fulbright Special Programs include grants directly related to business programs, community services, journalism, deaf studies, graduate degree programs, and the Islamic Civilization Initiative designed to develop American awareness and understanding of Islamic customs, history, and civilization.
ELIGIBILITY CRITERIA
- Applicants must be U.S. citizens.
- Preference will be given to applicants whose higher education was completed primarily at U.S. educational institutions and who have not resided or studied in the country to which they are applying for more than six months.
- Applicants must hold a B.A. or B.S. degree or the equivalent before the beginning date of the grant.
- Applicants must have sufficient proficiency in the written and spoken language of the host country to communicate with the people and to conduct the proposed study.

EXPENSES COVERED BY THE AWARD:
- Round-trip transportation to the host country.
- Maintenance for the academic year based on living costs in the host country.
- Book and research allowances and, in some cases, tuition.
- Language or orientation courses where appropriate.
- Supplemental health and accident insurance.
Typically, approximately 1200 Fulbright IIE grants are awarded annually. They range from $15,000 to $40,000, an average of about $24,000.
DURATION OF THE GRANT:
Six months to one academic year. The fellowship will not be renewed.
SELECTION CRITERIA:
Applicants are selected on the basis of:
- Academic or professional record including the overall strength of the applicant's record in area studies relevant to the proposed project.
- Proficiency in the host country's language(s)
- Feasibility of the proposed study/research/teaching project.
- Personal qualifications.
- Preference factors as established by the J. William Fulbright Foreign Scholarship Board (FSB) and the Fulbright Commissions/Foundations.
AMONG OTHER FACTORS, SELECTIONS ARE ALSO AFFECTED BY:
- Originality, relevance, and feasibility of the project.
- Quality of the proposed research project, including: the statement of the hypothesis or questions to be examined, the description and justification for the overseas field research, and the proposed research methods.
- Relationship of the research to the literature on the topic and to major theoretical issues in the field.
- Plans to share the research results with scholars and officials in the host country.
- Expectation that the project will promote mutual understanding among nations through engagement in the host community.
- Personal qualifications and preference factors as established by the Fulbright U.S. Student Program such as the ability of the agencies abroad to arrange the supervision requirements of programs in individual countries.
- If other qualifications are equal, veterans will receive preference.

APPLICATION REQUIREMENTS:
The FY 2009-2010 Fulbright U.S. Student Program application requires the following:
- Fulbright U.S. Student Program Cover Sheet
- Official Fulbright U.S. Student Program Application
- Three letters of recommendation
- The Foreign Language Report, if applicable
- Original transcript(s) from all institutions attended since high school (mailed directly to the MSU FPA)
- Affiliation/invitation letter(s), if applicable
