Rahman Valiyev is an influential banking professional who is committed to bringing Turkmenistan’s banking services up to global standards. He believes strongly that digitizing banking operations increases the transparency of local government, reducing corruption, improving Turkmenistan society, and aiding in the overall development of the country. Currently, Rahman Valiyev is Chief of Digital Technology at the Central Bank of Turkmenistan, where he is responsible for creating, evaluating, and implementing digital solutions, while also regularly reviewing and providing recommended updates to the legal framework that governs these digital solutions. His advocacy efforts have been instrumental in introducing online banking services, cashbacks, and virtual cards, which has contributed to reduced transport costs for banks, work optimization for bank employees, and improved efficiency and convenience for his fellow citizens.

Rahman’s Humphrey Fellowship goals include gaining insights into crypto-economics, exploring best practices for regulating digital assets, and engaging with other fintech organizations. Rahman’s ultimate goal is to continue closing the gaps in Turkmenistan’s financial services by developing and implementing future solutions for the public’s benefit.
